I don`t know anything about the export-versions,I even have no 32b,but once I read the manual of an German 32b Passat.
This thing looks like the Fuel-Consumption display.There should be some numbers and a needle which shows you the fuel consumption.When the yellow light is glowing you should change the gear.
this is no fuel consumption display, this is only a shift light. In higher versions of the Passat you have a fuel consumption monitor in the same part of your instrument panel. It looks like this.
Maybe you should have a look if just the LED is broken.

What does it need to work? The switch for 5th gear works! (tested it with my reverse lights ) so the light will not work in 5th gear.
What else does it need to work? underpressure? I can find no such hose, where should it be attached on a diesel?
But I also dont know how exactly this system work, my 1,6L Petrol has the instrument how much you exactly need yet, but this car has beside the squirt box a vacuum saver.
But my santana 85 gx has the same cockpit but i cant tell you anything about the function, because the engine is dead.

In Diesels its only a upshift-light.
There is no fuel econometer, only petrol-engines have it because at diesel-engines there is no underpressure corresponding to the fuel consumption.
Roman, do you know how the up shift LED work by the diesel ? only about the engine speed ?

Diesel haben ein Steuergerät, das 4 Signale auswertet:
- Leerlauf
- Vollgas
- Drehzahl
- Gangschalter für den obersten Gang
Für Leerlauf und Vollgas sind an der Einspritzpumpe 2 Schalter angebracht.
Der Stromkreis wird im Leerlauf und Schiebebetrieb durch den Leerlaufschalter unterbrochen, die Schaltanzeige bleibt dunkel.
Das gleiche passiert bei Vollgas und im obersten Teillastbereich durch den Lastschalter.
Wird in den höchsten Gang geschaltet, schließt der Gangschalter die SChaltanzeige kurz, sie bleibt dunkel.
Steht der Stellhebel in einer bestimmten Stellung und passt dazu die Drehzahl nicht, so aktiviert das Steuergerät die Schaltanzeige.
The diesels control unit evaluates four signals
- idle speed
- maximum load
- rotational speed
- switch for the highest gear
There are two switches on the injection pump. One for idle speed and one for top part load.
In idle speed and if you not push the throttle the electrical circuit is open and the shift light is off.
The same thing happens if the switch for maximum load is open.
In the highest gear the a switch short circuit and the shift light is off.
If the shifter is in the wrong position for the rotational speed the control unit activates the shift light.
